Liang Changxin, director of the General Department of the National Energy Administration and spokesman for the press, said that charging infrastructure is an important guarantee for promoting the healthy development of the new energy vehicle industry, an important area for serving and improving people's livelihood, and is of great significance for promoting the clean and low-carbon transformation of China's energy and transportation sectors. In order to fully implement the Notice of the General Office of the State Council on Printing and Distributing the Development Plan for the New Energy Vehicle Industry (2021-2035), The National Energy Administration, together with relevant departments, has successively issued a series of policy measures, such as the Implementation Opinions on Further Improving the Service Guarantee Capacity of Electric Vehicle Charging Infrastructure and the Action Plan for Accelerating the Construction of Charging Infrastructure along the Highway, to clarify the specific policy measures and construction and operation requirements for the construction of charging facilities in residential communities, along the highway, and in internal parking lots, The service guarantee capability of charging infrastructure has been improved.




Liang Changxin pointed out that in recent years, China's charging infrastructure has developed rapidly and has built the largest and most widely distributed charging infrastructure network in the world.




First, the scale of charging infrastructure has expanded rapidly. In 2022, China's charging infrastructure continues to grow at a high speed, effectively supporting the rapid development of new energy vehicles. The annual growth of charging infrastructure reached about 2.6 million units, and the cumulative number reached about 5.2 million units, up nearly 100% year on year. Among them, the public charging infrastructure increased by about 650000 units, and the cumulative number reached about 1.8 million units; The private charging infrastructure grew by more than 1.9 million units and the cumulative number exceeded 3.4 million units.




Second, the charging and switching operation market has made rapid development. According to the data released by the National Energy Administration, the charging market in China has shown a diversified development trend. At present, there are more than 3000 charging pile operators, including 17 enterprises with more than 10000 public piles, and the cluster effect of leading enterprises is obvious. The charging capacity of electric vehicles continued to maintain a rapid growth. In 2022, the annual charging capacity exceeded 40 billion kilowatt-hours, with a year-on-year growth of more than 85%







Third, the technology and standard system has gradually matured. The National Energy Administration has set up a technical committee for the standardization of electric vehicle charging facilities in the energy industry, established a charging infrastructure standard system with independent intellectual property rights in China, and issued 31 national standards and 26 industrial standards in total. China's DC charging standards are in line with Europe, the United States and Japan's four major charging standards in the world.




Fourth, the construction of government monitoring service platform system was accelerated. 29 provincial charging facility monitoring service (supervision) platforms have been built nationwide (except Tibet and Qinghai) to provide support for industry management, subsidy distribution and planning in all regions. The National Energy Administration is promoting the planning and construction of national platforms in an orderly manner.




In addition, Liang Changxin pointed out that the development of charging infrastructure has achieved remarkable results, but there are still problems such as unreasonable layout of public charging facilities, difficulty in building piles in some residential areas, nonstandard operation of charging market, and inadequate maintenance of facilities. Next, the National Energy Administration and relevant departments will continue to strengthen the top-level design and policy coordination of the development of the charging infrastructure industry, continue to optimize the planning and layout of the charging network, focus on solving the charging problems that affect the vital interests of the people, optimize and improve the government supervision platform system, improve the development quality and construction and operation standards of the charging industry, serve the development of the new energy vehicle industry, and meet the needs of the people for clean and low-carbon travel.
