On February 14, the Guangzhou Municipal People's Government recently issued Several Measures to Support the High-quality Development of Market Subjects and Promote the Overall Improvement of Economic Operation. It is mentioned that the development of strategic emerging industries should be strengthened. Issue and implement the medium - and long-term development plan of the automobile industry, give full play to the role of the 30 billion yuan development fund for the automobile industry and parts industry, build a "432" automobile industrial park in a proximity manner, and improve the proximity rate of core components such as car scale chips and power batteries. In fact, at the press conference on the development of Guangzhou's automobile industry earlier this month, Chen Jianhua, chief economist of the Guangzhou Municipal Bureau of Industry and Information Technology, said that on the basis of the existing automobile industry development policies, Guangzhou has successively issued several policy documents, such as "Several Measures of Guangzhou to Support the Stabilization and Strengthening of the Chain of Automobile and Core Parts Industry" and "Three Year Action Plan for the High-quality Development of Guangzhou Intelligent Internet Connection and New Energy Automobile Industry Chain (2022-2024)", to ensure the development of the "432" automobile industry park in terms of land, capital, energy and other factors.

It is reported that Guangzhou will focus on improving the local supporting capacity of key auto parts to promote the construction of key projects such as the new 120000 pure electric production lines in Guangzhou, the 200000 pure electric production lines in Dongfeng, and the battery electric drive developed by GAC to accelerate the implementation and transformation of projects; Based on the "432" industrial planning and layout, we will build four independent brand innovation bases in Panyu, Huadu, Nansha and Huangpu, promote the establishment of auto parts trading platform, and improve the proximity rate of auto parts in Guangzhou.

In general, Guangzhou promotes the work of strengthening and supplementing the chain around the core parts and the lack of chain links in the industrial chain. Through "going out and inviting in", it aims at new energy, smart Internet, auto semiconductors and other sub-sectors to carry out accurate investment attraction. In 2022, the city will promote 314 investment projects in the automobile industry chain, including 106 projects to be signed, with a total investment estimate of more than 110 billion yuan, covering multiple fields such as automobile research and development, design, materials, equipment, charging and replacement.

In addition to the name of the whole city, it is worth mentioning that at the end of last year, Guangzhou Huangpu District issued the Detailed Rules for the Implementation of the Measures of Guangzhou Huangpu District and Guangzhou Development Zone on Promoting the Development of Smart Vehicle Systems and Core Parts Industry (hereinafter referred to as the "Detailed Rules"), aiming at smart vehicle systems, core parts, and smart connected vehicle enterprises, in order to tackle key core technologies, promote the hardware and software collaboration of "car" and "core" We will provide policy and financial support in the construction of application scenario ecosystem, upstream and downstream industrial support, and industrial chain reinforcement.

It is reported that the "Detailed Rules" pointed out that enterprises and scientific research institutions should be supported to jointly tackle key problems and carry out research and development of forward-looking technologies such as complex system architecture, complex environment perception, intelligent decision control, human-computer interaction and human-computer co-driving, vehicle-road interaction, network security, etc. The key scientific and technological research projects will be "unveiled as the leader" to support breakthroughs in solving the "bottleneck" technical problems in relevant fields. The successful projects will be subsidized by 30% of the total investment of the project, with a maximum subsidy of 1 million yuan per year for a single enterprise.

Crucially, the "Detailed Rules" pointed out that we should promote the design, testing and production of car gauge chips, establish a backup list of car gauge chips and other core components, and support the cooperation of car parts enterprises, scientific research institutes, universities and research institutes to jointly carry out key research around high-end MCU, IGBT and other scarce chips and power devices. The enterprises that have newly passed the AEC-Q100 certification for the R&D and production of vehicle-grade chips within the effective period of the Measures will be given a one-time subsidy of 1 million yuan, with a maximum subsidy of 1 million yuan per year for a single enterprise.

In addition, it supports the development of enterprises in high value-added areas of the industrial chain such as laser radar, HUD system, domain controller, brake by wire/steering. For the enterprises that have newly passed the certification, verification, testing and other processes of the vehicle manufacturer within the validity period of the Measures, and have achieved product sales, such as laser radar, HUD system, domain controller, brake by wire/steering and other products developed and produced, a one-time subsidy of 500000 yuan will be given for each vehicle manufacturer certification, and a maximum subsidy of 500000 yuan per year will be given to a single enterprise.
